Also specifically clarifies the type of "further discussions" that should not be required (IE consensus is reached on the high level approach, discussion and help may be warranted for implementation details, debugging, etc)
I intend to send follow-ups to add go.k8s.io/good-first-issue and go.k8s.io/help-wanted searches, but they need fixing first.
